Indivisible by Kristen Heitzmann

Interesting read.  It starts off a bit slow and disjointed, but once you get into it, it turns into a page turner.  Police Chief Jonah Westfall investigates some strange goings on in the city starting with the discovery of two racoons that are sewn together.  He warns Tia who he has a past with to be careful as they were found where she walks home each day.  She doesn't like his bossiness, but does try to be more aware.  It can be difficult to read at times as the crimes are detailed, but it is still a good read.
